The Action Community for Entrepreneurship (ACE) was launched in 2003 by the Ministry of Trade & Industry as a national effort to foster innovation and entrepreneurship in Singapore. It was re-restructured in 2014 as a private-led initiative supported by the government to continue its national mandate to drive entrepreneurship initiatives in Singapore. The Senior Minister of State for Ministry of National Development and Ministry of Trade & Industry, Dr Koh Poh Koon is Patron. Working closely with SPRING Singapore, ACE is guided by a board of directors that comprises of experienced entrepreneurs and professionals who are immersed in the entrepreneurial ecosystem.

Responsibilities

 

About the Role

As a key member of the executive team, the Finance and HR Senior Manager/Head will report to the Executive Director and Governance Committee and work closely with the other functional Heads to review and develop the strategic direction of the company.

The Finance and HR Senior Manager/Head will assume a strategic role in the overall management of the company and assume day-to-day responsibility for planning, implementing, managing and controlling all financial-related activities of the company. This includes direct responsibility for the preparation of a full set of accounts, development of financial reports and management accounts, forecasts and analyses, project accounting, payroll, managing staff records, and other responsibilities as required.

 

Responsibilities

 

Finance:

  •        Prepare and manage the Company’s finances including processing daily transactions, collecting and receiving payments according to the Company’s funding requirements, updating data and transactions into the system, preparation of cash flow statements and budget
  •         Perform financial analysis and reporting, including financial performance forecasts
  •         Manage regulatory reporting, GST, and tax return filing (if required)
  •         Perform periodic accounting reconciliations and review of Company accounts
  •         Work closely with the Company’s appointed vendor for the timely preparation of the Company’s accounts and statements for reporting and audit purposes
  •         Track and monitor various facilities’ bookings to ensure payment is collected promptly and reconciled
  •         Assist in developing, maintaining and updating written policies and procedures on the financial reporting processes and controls, to minimise the Company’s risk exposure and ensure that proper procedures are in place
  •         Ensure timely and accurate monthly invoicing and preparation of financial statements and month end reporting
  •         Handle all general administrative matters pertaining to the Company, including but not limited to matters relating to the Board of Directors, Company Secretary, and the Company's appointed Auditors, maintaining a satisfactory audit posture always
  •         Prepare and maintain administrative records, including but not limited to Agreements, Resolutions, Minutes, Financial Statements and Invoices

 

Human Resource:

  •         Manage the Company’s payroll and all HR related matters
  •         Assist in employment pass applications
  •         Review and handle insurance and medical claims for staff
  •         Manage leave and staff records
  •         Plan and work with other functional Heads on staff development, staff recruitment and retention

 

People Development:

  •         Work with the Executive Director in developing the team and to create an environment that supports team and individual growth
  •         Motivate and provide guidance, advice, and consulting to the team members in building a high-performance team

 

 

Requirements

  •  Degree in Accounting or Finance
  •  5 - 7 years’ experience in a finance or accounting role with HR experience
  •  Meticulous with a keen eye for details
  •  Experience in project accounting, and having worked with public agencies on grant and claims management will be a plus
  •  Excellent interpersonal and communication skills, professional and problem solving demeanour
  •  Ability to collaborate as a team to achieve shared outcomes in a fast paced and dynamic environment
